dc.description.abstractAs a result of global trends relating to trade, many small economies continue to seek replacements for traditional markets which no longer offer preferential treatment. Information Communication Technologies (ICTs) are presented by the Caribbean Community (CARICOM) as one such alternative, as a contributor to social and economic development. It is also seen as a set of activities wherein competitiveness can be achieved regardless of size, once the enabling environment is created. Through a series of interviews, reviewing of documents and five case studies an assessment is made of the readiness of CARICOM for ICT development. An analysis is presented of various ICT strategies to ascertain capacity, both at the national and CARICOM levels for increasing over all development. The findings reveal a need for harmonizing regional ICT policies through the CARICOM Single Market and Economy (CSME); institutional coordination; and a funding mechanism to prevent ad hoc implementation of ICT strategies. These findings if implemented can enhance CARICOM development through ICT.
